This is a monthly anomaly forecast produced by the ECMWF monthly model. This model is run once a month and produces monthly forecasts 6 months in advance. Because the atmosphere is so complex, and any errors in our understanding multiply out through time, forecasts from the monthly model are given as monthly anomalies, rather than specific value forecasts.
